Overall Objective

To enhance policy making and strategic planning competences of local and regional public authorities in the energy management of public buildings in five Mediterranean countries: Italy, Portugal, Spain, Greece and Croatia.

Main activities

Local and regional public authorities and professional institutions will work in strict synergy on three main pillars: Capacity building, Development of decision-making support tools, Communication and knowledge transfer.

The PrioritEE activities are structured along the development and testing of a toolbox to manage and monitor energy consumption, to assess the cost-effectiveness of a predefined set of EE and RES measures and alternatives, and to prioritize investments.


The toolbox will be implemented on 5 pilot case-studies (one per involved MED re-gion) and its adequacy tested in each of them in order to refine the proposed planning tool.

Expected Outputs

1.       Common strategies in the MED area to develop energy consumption management plans for municipal public buildings (MPBs).

2.       The PrioritEE toolbox that will be used by local administrations

-       to manage and monitor energy consumption,

-       to assess the cost-effectiveness of a predefined set of EE and RES measures and alternatives, and

-       to prioritize investments.
